Health crisis: contract rejection sparks deadlock between City Hall and Hospital São Vicente

Less than a month into his term, Mayor Gustavo Martinelli’s (União Brasil) administration is facing its first crisis with the rejection of the contract renewal between the Jundiaí City Hall and Hospital São Vicente for the management of the city’s Emergency Care Units (PAs).

The Municipal Health Council (Comus) approved only an emergency renewal for 90 days without an increase, contradicting the agreement previously announced by the municipal government. Hours after the Council’s decision, Health Manager Adolfo Martin resigned, citing health issues.

The Council’s decision was made on Wednesday night (29), the same day the City Hall had announced that the contract would be renewed for one year. The rejection created a deadlock and led to a new round of negotiations at the City Council on Thursday morning (30), attended by House President Edicarlos Vieira (União Brasil), councilors, representatives of the Health Department, and Hospital São Vicente. The six-hour meeting ended without a consensus.

During the meeting, the hospital’s superintendent, Matheus Gomes, highlighted the increased demand for medical services, mentioning a 30% rise in hospitalizations since 2017, a 50% expansion in radiotherapy services, and an increase in PA visits from 33,000 to 48,000 in the same period. Gomes stated that service continuity is not at risk but stressed the need for a financial solution.

City Council President Edicarlos Vieira stated that the House would monitor negotiations and establish a special commission to oversee hospital funding. “We appreciate the work of Hospital São Vicente, but we also need to ensure that public resources are used efficiently and transparently,” he said.

In an official statement, Hospital São Vicente said it was surprised by the Municipal Health Council’s decision and stated that the lack of a budget increase impacts its finances. The institution reiterated its commitment to the population and assured that services would continue uninterrupted.

The deadlock between City Hall and the hospital underscores the influence of the Municipal Health Council in determining management contracts. The City Council has stepped in as a mediator, but no resolution has been reached.
